#47 Feature request - WorldGuard build allow check

It would be great if there would be a config option that would allow a player to catch and release mobs only where he or she has WorldGuard build rights. Alternatively, a custom WorldGuard flag could be added that would allow or prohibit the catching and releasing of mobs. At the moment, the only way to prevent the region based catching and releasing of mobs is to use the worldguard interact and use flags, but this makes no sense in the game structure of many servers. The interact/use flag allow non-harmful interactions with the world and offer important interaction possibilities via the possibility to operate doors, buttons and so on. So it is definitely not a solution to simply set the interact flag to deny. One just want to prevent people from doing damage where they don't have building rights = stealing animals. So it's not a good idea to stop all harmless exploration and adventure possibilities and set interact/use to deny. Therefore it would be awesome if you could define the permission for the region based use of SafariNet via the building rights or via an extra flag.

This could be solved by adding a configuration option for setting the flag the plugin will be taking into account:

catch_release_flag_worldguard: BUILD
